Terms of Use
Last updated: 4 September 2026
These terms govern your use of the CellBar mobile application, published by Hugo Software. By using CellBar you accept them.
What CellBar is — and what it is not
CellBar is a measuring instrument. It reports the values your phone's radio gives to Android and converts channel numbers into bands and frequencies using the published 3GPP formulas.
CellBar cannot improve your signal. It is not a booster, an amplifier or a network optimiser, and no software on a phone can be. Any app that claims otherwise is misleading you. CellBar only tells you what is there.
Please also understand these limits:
- What CellBar can show depends entirely on what your phone's manufacturer and Android version choose to expose. Some devices report fewer fields than others; a missing value is shown as a dash, never as a zero.
- Android returns cell information only when the location permission is granted and the system location switch is on. When either is missing, the list is empty — CellBar says so explicitly rather than showing "no signal".
- On 5G, a frequency can fall inside more than one band. When your phone does not state the band itself, CellBar marks its answer as approximate.
- Wi-Fi scan results are rate-limited by Android and may be a few minutes old.
Purchases
The live meter, the serving cell details, the 60-second graph and the current Wi-Fi link are free.
CellBar Pro is an auto-renewing subscription, offered as weekly, monthly and yearly plans, each of which may include a free trial. It unlocks session recording, coverage walks, neighbour cells, the full Wi-Fi analyser and CSV export.
- The subscription renews automatically at the end of each period unless you cancel at least 24 hours before it ends.
- Manage or cancel at any time in your Google Play account settings. Cancelling stops future renewals; the current period runs to its end.
- The current price, the billing period and any free trial are always shown inside the app and on Google Play, in your own currency.
- Purchases are processed by Google Play. Refunds follow Google Play's refund policy; we cannot issue a refund on Google's behalf, but you are welcome to contact us if something went wrong.
Lawful use
CellBar reads publicly broadcast radio information that your own phone already receives. You agree to use it lawfully and not to use its output to interfere with any network or with anyone else's use of one.
No warranty
CellBar is provided "as is", without warranty of any kind, express or implied, including fitness for a particular purpose. Radio measurement depends on hardware, operating system restrictions, network conditions and factors outside our control; readings will vary between phones and between places.
Do not rely on CellBar as the sole basis for a decision where safety or significant expense is at stake — for example, do not rely on it alone when choosing where emergency calls will be possible.
Limitation of liability
To the fullest extent permitted by law, Hugo Software is not liable for any indirect, incidental or consequential loss arising from use of, or inability to use, CellBar — including any loss arising from a reading that proved inaccurate or a value the app was unable to display. Nothing in these terms limits liability that cannot be limited by law.
Changes
We may update these terms; the current version is always on this page.
